A section of the population believe that if the eunuchs bless small babies, they would do well and therefore they tip the eunuchs generously. They exploit human sympathy. To use a management jargan, Eunuchs convert their threats into opportunities.
I reckon as long as the strategy works, no one is going to worry too much about it.

I read that nearly 1 million Indians fought in the Great War, and more than 50,000 of them died.
