The 12.44% is the inflation based on WPI (Wholesale Price Index) and it is more for the actual measure that matters to common Indians the CPI (Consumer price Index) which I have heard to be around 15-17%...
To put in context, Rs 100 that you have this year is worth Rs 83 the next (or) Stuff that you bought for Rs 100 this year is going to cost Rs. 117 next year. Scary proposition.
